India is all set to launch its first ICBM - is the Agni V, which has a range of 5,000 km plus, on Wednesday (April 18) and a successful launch is a significant achievement for the Indian DRDO (Defence Research and Development Organization) which embarked on IGMDP (Integrated Development Project of the guided missile) in 1983 under the stewardship of the then PM Indira Gandhi.
India, it may be recalled, is under severe US-led sanctions technological time and three decades after the nascent steps taken in the short-range Prithvi missile, it is a matter of great satisfaction for domestic scientific and strategic community that the Agni V is the anvil.

The technical characteristics of the three stage solid propellant Agni V notice blessing and testimony to the exemplary strides made by the Indian DRDO and its affiliates in public and private sectors in many diverse engineering and industrial disciplines contributed to the design and production of a ballistic missile.

However, this feature has been proven at a later stage - after successful completion of the first test.
The test of April 18 would be a significant technology demonstrator and the strategic implications must be placed in appropriate context. When inducted in India strategic forces command (SFC), a proven ICBM capability will enhance the deterrent capability of India. This in turn will enhance the credibility of Delhi No First Use (NFU) commitment as regards the use of nuclear weapons. The Indian doctrine is predicated on not the first party to use the apocalyptic nuclear weapons - but conveying its potential adversaries that choose to go down this path of vengeance which inevitably follow is 'great'.
The run-up to the Agni V missile launch has seen numerous references to China and the fact that a 5,000-km missile India is now the 'balance' its stately neighbors. The reality is more modest. China has a range of proven its ICBM inventory to straddle the 5,000 to 10,000 km of bandwidth. India can not get any parity in China in the WMD domain, or is it warranted. More importantly, Beijing has geo-political missile in Rawalpindi and the scope and depth of the Sino-Pak nuclear missile cooperation adds to the Indian security challenges.
As and when Agni V moves from the technological skills to secure, credible and proven operational induction - may be by 2014 - India will move towards getting that elusive seeks to assist it in China. More generous interpretation or exaggerated claims about what the maiden launch of Agni V implies is premature and impulsive.
